BURNBRAE RESIDENTS’ ASSOCIATION
MINUTES OF THE 63rd ANNUAL GENERAL MEETING OF BURNBRAE RESIDENTS’ ASSOCIATION HELD ON TUESDAY 18th APRIL.
1 WELCOME AND APOLOGIES FOR ABSENCE
Chairperson Flora Frame welcomed residents and speakers.
Apologies for absence were received from Jim Robertson (Treasurer), Adele Smith,
Ian McGregor, Mr. Stewart (Hawthorn Ave.), Tom McCubbin (Mosshead Residents’ Association) and Mike Doig (Rector- Bearsden Academy).
2 MINUTES OF 62nd A.G.M.
The minutes were proposed by Margaret Robertson and seconded by Wilf Cook.
Matters arising: 2 typing errors in names were noted.
3 PRESIDENT’S REVIEW OF THE YEAR
A long battle was fought with T-Mobile re the siting of a phone mast near the path to the Allander in close proximity to the houses on Milngavie Road. Thanks were expressed to Des. McNulty, Julia Southcott, and all who supported the appeal. The final decision was in favour of T-Mobile. A request has been sent to T–Mobile asking them to site it further down the path, not too close to either houses or the Sports Centre.
The application to build a house at the lane to the Burnbrae Hotel has been refused. The applicant has 6 months to appeal.
Alan McBride and Ian Wardrop will speak later about Kilmardinny Playpark and Loch scheme: Kilmardinny PALS.
3 newsletters were sent out –thanks to Adele Smith.
Annual subscriptions were £4/house. Discounts available at Burnbrae Hotel, West Highland Gate, and other businesses on production of residents’ card.
Equipment: 30 ft. ladder lost or stolen. ‘Working at height regulations’ need to be consulted before ladder is replaced.
Neighbourhood Watch: Thanks to Victor Budas for his work and maintaining contact with the Community Council and Police.
Social events 31 senior citizens enjoyed a bus trip to Cinderella at the King’s Theatre, tea at Harry Ramsden’s and a tour of the Xmas lights for £10/head. This is subsidised by the association and an increase to £15/ head is suggested.
A successful and enjoyable Burns Supper was held in Milngavie Bowling Club, attended by over 60 residents. Entertainment was provided by the Milngavie Junior Pipe band, 2 singers and Rev. Bill Ferguson.

Committee: Carol Taylor and Andy McGregor are resigning from the committee. Thanks to Carol for all her work. Andy is moving to Kilmardinny PALS.
Thanks to Diane Herbert and Jim Chalmers for delivering newsletters. Diane is moving out of the area.
Cleansing: Residents’ Associations and Community Council have formed forum re proposed changes to refuse collection. Councillors make decisions, not officials. Margaret Boni and Charlie Kelly will explain changes.
4 TREASURER’S REPORT
Cash in bank was £3,753.02 at end of financial year. When depreciation of Association’s assets is included there was a net deficit of £211.75. Subscriptions were not collected from one person’s area
The report was accepted unanimously.

8 ELECTION OF AUDITORS
Alan McGill and Wilf Cook were unanimously re- elected.
9 KILMARDINNY PALS
Ian Wardrop spoke. It was felt that the loch and playpark needed improving. The council were happy to help but it was not a priority.The Lennox Park committee spent 5 years designing and fund raising.They are advising PALS. Funds raised will be matched by the council. There are 9 in the group including Alan McBride from Mugdock. A limited company has to be formed and charitable status achieved. A bank account is required to apply for funds.The format of the committee is still being set up – Helen Porter from Mosshead Road is chairwoman. Keith Scrymgeour from ‘Parks’ has been helpful.A list of funding bodies is being compiled.Largest sums come from applying to funding bodies. Bearsden North community council has promised £1000. Julia Southcott suggested Bearsden East community council might donate money. Schools and nurseries should be visited for ideas re equipment etc.
Alan McBride spoke re the loch management plan. The path network has been upgraded. The residents will be consulted before work begins. Schools will also be consulted as it is hoped they will use the site for nature topics. Hope to have wildlife monitoring, nest boxes in conjunction with the R.S.P.B. It is hoped a volunteer group can be set up. A resident suggested a ban on fireworks in the vicinity of the loch to avoid scaring the wildlife.
10 INVITED SPEAKERS
Community police: Jim McLean and Julie Burns
· 5 crimes reported in our area – it is one of the quietest. There is an increase in vandalism and youth disorder – curfews are effective.
· 20s Plenty is not legally enforceable.
· Difficult to catch those involved in graffiti. C.C.T.V. are effective but police can only advise on this. Graffiti regularly occurs in lane to loch.
· A car was reported for driving on the grass at the playpark.
· There is a litter warden to deal with littering and dog fouling.
· McDonald’s should clear up within ½ mile radius as condition of planning being granted.
Cleansing
Margaret Boni and Charlie Kelly spoke. 25% recycling to be achieved by end of year; 30% by 2008.There is an increase in waste disposal costs and maintenance of landfill sites. Current cost is £21/ton rising to £35/ton in next 5 years. Waste disposal currently costs £2.4 million. It is expected that fortnightly collections of refuse and weekly collections of recyclables will cut costs and encourage more recycling. A pilot scheme will operate in parts of Bearsden, Lenzie and Bishopbriggs starting in May. These areas will be leafleted and there will be press releases and environmental roadshows. Plastics for recycling have to be restricted to what the reprocessors will take.The council would like to collect cardboard and will put banks at recycling centres. Cost of bulk uplift is £15 . Fridges must be a separate uplift due to gasses. A resident suggested fines for not recycling. This would require legislation and people to check rubbish. Julia agreed the council had been remiss in consulting and informing the public. The directive came from Europe. It was suggested that firms be encouraged to cut packaging. Also council should tell people exactly when a bulk uplift would be done. Toilet roll tubes can be composted. It was remarked that recycling points frequently overflow. We can use Dawsholm as the council pays Glasgow for use.
11 A.O.C.B.
Julia Southcott informed us that Oak Avenue and Mosshead Road were due to be resurfaced this year.
Victor Budas thanked Flora for all her work during the year.
